Moving Toward Value-Based Care in Oral Healthcare: Report-Out from a Working Group

With growing evidence linking oral health to broader health outcomes, the search for innovative, cost-responsible approaches to delivering and paying for oral health care is both timely and necessary. Medical reimbursement is increasingly driven by approaches other than fee for service, and many dental plans are introducing performance-based incentives into their reimbursement approaches. 

 

This interactive session explores the activities undertaken by a working group of dental plans and DSOs incorporating oral health into the value-based, care based health care movement. The session will highlight a few of the promising initiatives underway, recap the value-based webinar series for plans and DSOs conducted over the last year, and present a proposed national template model for value-based incentives and reimbursement.
 


Dr. Carolyn Brown

Dental Director at the Health Plan of San Mateo

Carolyn Brown, DDS, MEd, is a healthcare executive, entrepreneur, and dental leader with extensive experience spanning public health, academia, innovation, and managed care. She currently serves as Dental Director for the Health Plan of San Mateo, an innovative local Medicaid health plan serving San Mateo County, California. In 2021, Dr. Brown co-founded Different Kind Inc., a dental patient experience software company focused on elevating the member voice, amplifying provider insights, and developing next-generation tools for dental payers and care delivery organizations. Dr. Brown earned her Doctor of Dental Surgery degree from the University of Maryland and holds a Master of Education degree, a certificate in dental education, and a certificate in Sustainable Capitalism and Environmental, Social, and Governance (ESG) from the University of California, Berkeley School of Law. She has served on the faculty of both the University of California, San Francisco and the University of the Pacific. Throughout her career, Dr. Brown has held leadership roles in public health dentistry, including service with the Indian Health Service, executive leadership of a large federally qualified health center, management of NIH-funded research initiatives, and the development of dental residency programs. She has also advised universities launching new dental schools and academic programs, with expertise in innovation, technology transfer, and strategic fundraising. A respected thought leader in the profession, Dr. Brown has authored more than 15 peer-reviewed publications, delivered over 400 professional presentations, and served on numerous national and state committees focused on advancing oral health care. She resides in Ponte Vedra Beach, Florida, with her family and remains active in several volunteer organizations.
 

Joanne Fontana

Principal and Consulting Actuary at Milliman

Joanne Fontana is a principal and consulting actuary in the Health Practice of Milliman’s Hartford office. She has been with the firm since 2006. During that time, she has consulted for insurance companies, including several major dental carriers, employers, government entities, and other organizations. Joanne’s focus has been mainly on managed care and dental, with experience in premium rate development, provider contract analysis, valuation of post-retirement health benefits and health care reform. Over the past several years, she has worked closely with the National Association of Dental Plans, the California Association of Dental Plans, the American Dental Association, and other dental clients to assess the impact of health care reform on the dental industry. She manages Milliman’s Dental Actuarial Analytics PPO Network Study. This product uses a vast contributor database of dental claims to provide competitive insights on dental network discounts and utilization to study participants. She has worked with carriers and employer groups on dental insurance procurement and Medicaid dental procurements with state entities and bidders. She has done core actuarial dental pricing and underwriting work for many dental carriers. Joanne is considered an industry expert in dental products and pricing; she has presented on dental-related issues at multiple industry forums and authored many topical articles. Before joining Milliman, Joanne spent more than 10 years as an actuary with Cigna, where she held various healthcare financial leadership roles, including Chief Actuary of CIGNA’s dental insurance business. 

 


Jeremy Jonckheere

Vice President Strategic Payor Partnerships at PDS Health

Jeremy Jonckheere’s work at PDS Health focuses on ways to grow new, profitable revenue and spans strategic partnerships, medical integration, insurance markets and enterprise strategy.  Prior to his time with PDS, Jeremy held several positions at DaVita HealthCare Partners engaged on strategy, operations and government affairs.  He also worked at BMO’s Investment Bank on the Diversified Industries division team. Jeremy holds an MBA in Finance, Marketing and Biotechnology from Northwestern University, Kellogg School of Management and an HBA from the University of Western Ontario, Richard Ivey School of Business. A former professional volleyball player and member of Canada’s National Team, Jeremy spends his time with his wife and son traveling central America and exploring Florida’s winter activities.
