This panel discussion will explore the latest developments in electronic and virtual credit card payments, leased networks, and provider data sharing. Panelists will examine how e-payment laws in nearly 40 states are creating opportunities for best practices, how provider data sharing is quickly evolving with technological advancements like APIs, and how different dental plans interpret and implement leased network laws. The panel will describe and detail the legislative trends, and provide special focus on how those trends shape operational strategies and provider and client relationships. Cate Brantley

With over 10 years of experience in government affairs across both the public and private sectors, Cate has been with Zelis since early 2022. Focusing on legislative monitoring and reporting across all 50 states, she also edits Zelis’ Legislative Weekly newsletter which currently has over 22,000 subscribers. Prior to joining Zelis, she served on the legislative staff for the Oklahoma State Senate drafting regulations on health insurance issues such as PBM reform and surprise billing, and worked for the U.S. Department of State as a Political Intern abroad. She is licensed to practice law in the state of Oklahoma. Cate holds a Juris Doctor and a Master of Arts in International Economics & Development from the University of Oklahoma. She is based in Chicago, Illinois.
Charles Scott

Charles has been with DenteMax since 2019, and in his role as Manager of Sales Operations, he focuses on increasing dental access and affordability for millions of dental plan members across the United States. He leads the DenteMax Client Support Team and together, they offer industry-leading reporting and analytics to nearly 150 dental payers. For over half a decade, Charles has worked with the industry’s top payers to build discount-optimized stack network solutions that help plans grow their dental business and improve member experience. Prior to joining DenteMax, Charles worked in financial services and was an Assistant Vice President at Huntington National Bank. The Michigan native holds a Bachelor of Science in finance with a minor in management of information systems from Oakland University and a Master of Business Administration with a concentration in finance from Wayne State University.
Kathy Larkin
Senior Manager of Regulatory Oversight and Compliance, Divisional Privacy Officer and OCRC
Dearborn National
Kathy has more than 40 years of legal and regulatory experience, including compliance in HMO, Medicare, Medicaid, life, disability and dental networks. She is the regulatory compliance officer for the Dearborn Group and its affiliates, including Dental Network of America and DenteMax. She also serves as an ethics ambassador, civil rights coordinator, risk chair and divisional privacy officer for the Dearborn National enterprise. Kathy earned a bachelor’s degree in communications with a minor in religious studies from Rochester College and a master’s degree in science and administration with a concentration in leadership from Central Michigan University. She is a three-time NADP Star Award recipient, an NADP Galaxy Award winner and a Gabryl Award nominee.
