Kelly Lavin Delmore is co-chair of the Government Relations and Public Policy Department at Hooper, Lundy & Bookman, P.C., and a seasoned health care policy expert with nearly 20 years of experience across Capitol Hill, associations and the private sector. Known for her bipartisan credibility and strategic insight, Delmore represents a wide range of health care clients before Congress and federal agencies on issues related to payment, coverage, quality and access. Her practice spans insurers, hospitals, national associations, pharmaceutical companies and health tech firms, where she crafts legislative opportunities and policy solutions grounded in real-world health care operations. More than a “door-opener,” she is valued for translating complex health policy into meaningful dialogue that drives action and earns the respect of stakeholders on both sides of the aisle. Her prior roles include serving as director of federal government affairs for the American Physical Therapy Association, legislative assistant to Rep. Phil English, R-Pa., and regulatory analyst for the American Osteopathic Association. She began her career in hospital settings in Pittsburgh, working on health IT, HIPAA and cancer registry initiatives. Delmore holds both a Master of Health Administration and a Bachelor of Science from the University of Pittsburgh.

Lisa K. Layman is a principal at Hooper, Lundy & Bookman, P.C., with decades of health care policy experience shaped by her work on Capitol Hill and with a wide range of health care constituencies. Her deep understanding of legislative strategy and regulatory processes makes her a trusted advisor to lawmakers, staff and federal agencies across party lines. Layman represents providers, manufacturers, associations and other health care stakeholders before Congress and the executive branch, offering policy expertise grounded in real-world experience. She spent 11 years as a senior staffer in the U.S. Senate, advising Sens. Debbie Stabenow, Bob Graham, Richard Bryan and John Chafee on complex health issues including Medicare, Medicaid, prescription drugs, insurance and public health. She also worked at the Congressional Budget Office on legislative cost estimates. In the private sector, Layman served as vice president for government affairs at the Generic Pharmaceutical Association, where she led public policy and advocacy efforts for the generic drug industry. Before joining Hooper, Lundy & Bookman, she was a principal in a national government relations practice focused on advancing health care policy priorities. Layman holds master’s degrees in public policy and public health from the University of California, Berkeley, and a bachelor’s degree from Macalester College.
