A tale of two Compacts: Exploring Interstate Dental Licensure for Dentists and Hygienists

An increasing number of states are joining the interstate dental licensure compact permitting dentists to practice across state lines. The compact has the potential to partially alleviate provider shortages in some areas but brings with it a host of operational questions that will need to be addressed. In this session, a panel of NADP members will consider the opportunities and challenges raised by the compact.
Allison Jackson
DSO Supervisor, Dental Network Operations
United Concordia Dental
Allison Jackson is a DSO supervisor with United Concordia, where she works in dental network operations. Since joining the company in 2015, she has focused on operational excellence and provider satisfaction. She has 10 years of experience in provider data management, including credentialing, network management and ensuring the integrity of provider information. Since 2024, she has contributed to NADP as a member of the Membership and Operations workgroups.
Michael (Mike) Cole
Mike began his dental career in 1991 with Prudential Healthcare (Aetna) before moving to United Concordia Companies Inc. in 1996. He is currently a Dental Executive/ Consultant working independently out of Clearwater, Florida. Mike has been primarily working with Private Equity Firms that are interested in the DSO market space.
Mike worked for Dental Care Alliance for over 25 years before entering consulting. He was Senior Vice President of Insurance Plan Management and was deeply involved in the historic growth of DCA throughout his career.
Mike has been actively involved with NADP since 2004 and has been a member of the Operations Workgroup for over 15 years, currently serving as the Vice Chair of Operations. Mike is a recipient of a Star Award (2015) as well as the Don Mayes Leadership Award (2019).
Theresa Bacon
Senior Manager, Dental Network Development
Aetna / CVS Health
Theresa Bacon brings more than 25 years of experience in dental insurance operations, credentialing, and practice management. She has led large-scale initiatives supporting hundreds of dental practices across the country and has played a key role in strengthening provider networks and insurance partnerships. A past chair of the NADP DSO Advisory Council and recipient of the Evelyn Ireland Volunteer Award, Bacon is a respected leader in the dental community. She is known for her commitment to operational excellence and expanding access to quality dental care.
