A collection of topics will be covered during this session from an actuarial perspective. Topics will include coverage of latest issues in the Medicare market, Individual ACA products and Commercial Group products, and latest regulatory topics such as minimum loss ratio requirements and others.

Tory Carver
Actuary at Milliman

Tory Carver is a consulting actuary with the Hartford office of Milliman.  Tory consults with public and private sector clients, including insurance companies, dental carriers, employers, Medicare plan sponsors, and special interest groups. Tory has experience with dental plan pricing, design, and network development for commercial, Medicare, and Medicaid populations. She assists in premium rate development and provider contract analysis and has performed core actuarial dental pricing and underwriting work for many dental carriers. Tory manages Milliman’s Commercial and Medicare Advantage Dental Actuarial Analytics Network Studies. These products use a vast contributor database of dental claims to provide competitive insights on dental network discounts and utilization to study participants. 

Ali LaRocco

Healthcare Analyst at Milliman

Ali LaRocco is a healthcare analyst with Milliman’s Hartford Health Practice. She joined the firm in 2019. 

Ali supports the Hartford Health Practice across a variety of projects and subject matters including dental premium rate development, pharmacy benefit manager RFP consulting support, and healthcare reform regulatory analysis.

Prior to joining Milliman, Ali spent six years working for the State of Connecticut in policy and legislative roles, including the Executive branch and the State’s Office of Policy and Management.

Most recently, Ali spent three years with Connecticut’s state-based health insurance exchange founded under the Affordable Care Act (ACA). She provided policy and regulatory support across departments, including impact analysis of proposed regulations and health reform initiatives at the state and federal level. She focused on efforts to coordinate efficiently between the exchange’s partner agencies within the state, and collaborated with other state-based exchanges nationwide. 

Ali earned her M.A. in Public Policy, Healthcare Policy from Trinity College and a B.A. in Political Science from Eastern Connecticut State University.

Jeremy R. Siborg, ASA, MAAA

Associate Actuary at Milliman

Jeremy is an associate actuary with Milliman’s Hartford Health Practice. He joined the firm in 2017.  

As a member of the Hartford Health Practice, Jeremy assists with a variety of projects for both public and private sector clients, including insurance companies, employers, pharmacy benefit managers, and Medicare plan sponsors.

Jeremy provides medical and prescription drug benefit consulting services to both commercial and government entities. He assists Medicare Part D plan sponsors with plan design, formulary design, and pricing of prescription drug plans. Jeremy also has experience with rate filing within the Affordable Care Act (ACA) commercial market.

Jeremy is an associate in the Society of Actuaries and a member of the American Academy of Actuaries. He earned his B.S. in Finance from Bentley University and graduated Summa Cum Laude.


Evangeline Stewart

Senior Compliance Analyst at Milliman

Evangeline Stewart is a senior compliance analyst with Milliman. She joined the firm in 2021. Evangeline’s primary area of focus is the development and filing of dental and vision products and commercial ACA plans. She also supports comprehensive regulatory research across the supplemental health, major medical, and life markets.

Prior to joining Milliman, Evangeline obtained her Juris Doctor from Stetson University College of Law and was admitted to the Florida Bar.
